This error means that the funds available in your wallet are lower than the recommended bitcoin miner fee level for getting a transaction added to the Bitcoin blockchain ("confirmed").
You still have access to your money, but it is not possible with your current settings to send the funds to another bitcoin address.
What are bitcoin miner fees?
So, I don't have enough for bitcoin miner fees. What now?
You have three options to access funds which are insufficient for recommended bitcoin miner fee levels.
1. Wait For Bitcoin Miner Fee Levels To Adjust Downward
In periods of high bitcoin network traffic, low-fee transactions are frequently rejected by bitcoin miners. Wait for bitcoin miner fees to return to lower levels. This typically happens when the bitcoin price is trending downward. Bitcoin scaling improvements will also make it possible to send transactions with lower bitcoin miner fees.
2. Use a Lower Than Recommended Bitcoin Miner Fee
Using a lower than recommended bitcoin miner fee may cause your transaction to be delayed by hours or days, or to never be confirmed at all. Please take caution when using this option.

3. Move Your Bitcoin Private Key To Another Wallet (ADVANCED)
Your bitcoin is managed with the BitPay or Copay wallet software, but we don’t control your bitcoin. Even if you can’t send your bitcoin transaction because of high bitcoin miner fees, you can still take your bitcoin with you to another wallet.
First, back up your wallet and get your backup passphrase. Then you can use that to restore your bitcoin on any wallet app that accepts the 12 word passphrase.
Here’s how to get your backup phrase from the BitPay and Copay wallets.
Then download your bitcoin wallet of choice and find the option to import your wallet. They should help walk you through their specific process.
